This paper firstly analyses “the shortage of city-bound rural worker” on the base of the theory of Masluo demand level, then comes to the conclusion that “love and esteem demand” and “self-fulfillment demand” are more stimulant after “physiology demand” and “safety demand” have been satisfied primarily. At last advices about cultivating, educating and training are given.
