Abstract:According to theories of the new institutional economics,this paper regards the emergence and development of the rural cooperative economic organization as effective institutional changes,and analyzes the guide factor of its arising,internal imperatives and the problem faced in its development process with the aid of marginal theory. It points out that farmers have full initiative and strength to undertake the main part of new cooperative economic organization, and the government also plays a very important role in the development of the rural cooperative economic organization.
